Military Bowl bound?

According to the MilitaryBowl.org website, the bowl's top two choices at this point in time, based on its No. 8 positioning and the rules regarding the bowls and conference records, is North Carolina and N.C. State. But based on our strong feeling that the Belk Bowl will ultimately select NCSU, we believe it's all but decided that the Tar Heels will be in D.C. (Tar Heel Illustrated)
