Plethora of penalties plague Fedora teams

Penalties are the most consistent element of North Carolina football during the Larry Fedora era. Two games into the 2018 season, UNC is tied for 117th in the country in penalties per game, averaging 10 per contest. I should probably remind you that, unlike basketball (which features 351 teams), there are only 130 teams in the FBS, so 117 is pretty close to the bottom.
