The Washington Redskins have waived backup defensive lineman Darrion Scott and signed free agent defensive end Kentwan Balmer, according to a person with knowledge of the situation. Balmer, selected with the 29th pick of the 2008 draft by the San Francisco 49ers, was without a team and hasn’t played since last season, when he suited up for 16 games with the Carolina Panthers, starting 11 of them.
